Implementing 12 Key Solutions to Achieve Economic Growth of Over 8% in 2025

On May 31, 2025, the Government issued Resolution No. 154/NQ-CP outlining key tasks and solutions for the implementation of the Socio-Economic Development Plan and the State Budget Estimates, with the goal of achieving an economic growth rate of at least 8% in 2025.
2025 marks the final year of implementing the 2021–2025 Five-Year Socio-Economic Development Plan. It holds particular significance as the country accelerates efforts to fulfill its set targets in preparation for the 14th National Party Congress. Domestically, the estimated GDP growth in Q1/2025 reached 6.93%, the highest in ASEAN, indicating positive signals.
However, the global and regional economic landscape remains volatile, with persistent risks of global trade conflicts and longstanding internal vulnerabilities, which may significantly impact growth prospects.
12 Key Tasks and Solutions
In this context, the Government has proposed 12 major tasks and solutions to implement the Socio-Economic Development Plan and the State Budget Estimate with the goal of achieving an economic growth rate of 8% or more in 2025. Specifically:
1. Identify institutional breakthrough as the "breakthrough of breakthroughs;" further promote institutional improvement in association with enhancing the effectiveness and efficiency of law enforcement; continue to focus on reducing and simplifying administrative procedures and business regulations, removing bottlenecks, creating favorable conditions for people and businesses; proactively research and propose policies and mechanisms, report to competent authorities to mobilize and use resources flexibly and efficiently to boost growth.
2. Prioritize strongly promoting economic growth in association with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, and achieving high surplus.
3. Complete the organizational restructuring of the apparatus; strengthen decentralization and delegation of authority, enhance the responsibility of leaders; further promote anti-corruption, thrift, combat against wastefulness, negativity, and group interests; tighten administrative discipline in association with inspection, supervision, power control, and resource allocation to improve implementation capacity.
4. Complete a modern, synchronized strategic infrastructure system, prioritizing key national transport infrastructure works, expressway systems, high-speed railways, inter-regional projects, major urban infrastructure, and digital infrastructure; connect expressways with airports, seaports and deploy high-speed rail and urban rail systems.
5. Focus on restructuring sectors and sub-sectors in association with renewing the growth model towards strengthening the application of science and technology, promoting innovation, improving productivity, quality, efficiency, competitiveness, autonomy, adaptability, and resilience of the economy.
6. Pay attention to the development of high-quality human resources, especially personnel for scientific research, technological development and application, innovation, and creative startups, with a priority on human resources in the chip and semiconductor sectors, linked to promoting scientific research, technology development and application, and innovation and entrepreneurship.
7. Comprehensively develop culture and social sectors, ensuring harmonious connection with economic development; ensure social security, improve the material and spiritual life of the people; continue to innovate and improve the quality of social policies to meet the requirements of building and defending the Fatherland in the new period.
8. Proactively respond to climate change, prevent and mitigate natural disasters, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.
9. Strengthen regional linkages, effectively implement national, regional, and provincial planning; accelerate the pace and improve the quality of urbanization and urban economy.
10. Enhance and consolidate national defense and security capacity, firmly protect independence, sovereignty, unity, and territorial integrity; continue building and consolidating the all-people national defense posture, the people’s security posture associated with a solid people’s heart posture; ensure security, social order and safety.
11. Promote comprehensive, effective, and synchronous implementation of foreign affairs and international integration; maintain a peaceful and stable environment and create favorable conditions to attract resources for national development, consolidate and enhance Vietnam’s international reputation and position.
12. Be more proactive in communication and public awareness, create motivation and inspiration, encourage innovation; improve the effectiveness of mass mobilization to build social consensus.

Promoting Administrative Procedure Reform and Investment Environment
The Government requires ministries, sectors, and localities to proactively develop legal frameworks and incentive mechanisms for new sectors such as high technology, digital transformation, green growth, and the circular economy, aiming to develop markets rapidly, efficiently, and sustainably. At the same time, study and apply specialized legal frameworks for the digital economy, artificial intelligence, fintech, e-commerce, digital assets, and digital currencies; propose pilot mechanisms for controlled testing of new technologies.
The Government also emphasizes enhancing the effectiveness of law enforcement, strengthening communication and implementation guidance; promptly issuing documents guiding the implementation of laws. Focus on substantial reduction and simplification of administrative procedures and business conditions; do not issue additional regulations that cause difficulties or incur costs for people and businesses.
Strive to reduce by at least 30% the administrative processing time, 30% of compliance costs, and eliminate 30% of unnecessary business conditions by 2025; ensure 100% of administrative procedures are conducted electronically, regardless of provincial administrative boundaries. Effectively implement Resolution 66/NQ-CP and strengthen coordination among agencies, working groups, and advisory councils in administrative procedure reform.
Flexible Fiscal – Monetary Policies to Support Growth
The Government prioritizes promoting economic growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and achieving high surpluses. It requires effective coordination of policies, flexible operation of monetary policy, and targeted expansionary fiscal policy to support production and business activities, and promote growth drivers.
Monetary policy is operated proactively, closely following domestic and international developments; ensuring the safety of the banking system, strictly controlling credit, prioritizing production sectors and key projects, limiting credit to risky areas. Promote technology application, simplify procedures, reduce costs, strive to lower lending rates, and expand green credit.
Strengthen inspection and strictly handle violating credit institutions, especially unhealthy interest rate competition. Effectively implement credit programs such as the VND 100,000 billion package for agriculture, forestry, and fisheries; study preferential credit for young people to buy houses. Closely manage the gold market to ensure safe and transparent operation.
In fiscal policy, the Government requires tightening financial discipline, promoting digital transformation in budget revenue and expenditure, preventing revenue loss, transfer pricing, and tax evasion; complete nationwide e-invoice digitalization in Q2/2025. Increase budget revenue by at least 15%, save on recurrent expenditure to allocate funds for investment, especially the Lao Cai – Hanoi – Hai Phong railway line. Strictly control public debt, and consider using fiscal space appropriately if necessary.
The Government also directs close monitoring of global commodity prices and controlling inflation within the 4.5–5% threshold. Strictly implement price declaration and listing, ensuring openness and transparency of information. Promote the development of financial and capital markets, striving to upgrade the stock market in 2025. At the same time, implement solutions for safe and sustainable real estate development; boost domestic consumption, promote digital platform-based trade, and develop combined commerce–culture–tourism models. Strive to increase total retail sales and service revenue by 10–12%.

Public Investment Disbursement and Stimulating Consumption
The Government requires strengthening discipline and order in public investment disbursement; strictly handling organizations and individuals that cause difficulties, delays, misconduct, or corruption in public investment management. Promptly replace incompetent officials who evade responsibility. Accelerate disbursement of National Target Programs, and complete procedures to implement the Cultural Development Program for 2025-2035 within 2025.
Promote decentralization and delegation of authority in parallel with enhancing the accountability of leaders in investment decisions, avoiding fragmented and scattered investments. Firmly withdraw capital from delayed, inefficient, or unnecessary projects. Prioritize budget allocation for regional, national, and international infrastructure connectivity projects. Localities are encouraged to proactively balance their budgets to invest in intra-provincial connection projects.
Develop effective mechanisms to attract selective foreign investment capital, take advantage of indirect capital flows and international investment funds; support infrastructure development in potential sectors. Create favorable conditions for businesses to conduct research and technology transfer in Vietnam; proactively invite strategic investors.
Promote exports, expand and diversify supply chains, production chains, and markets; improve product quality and deeply integrate into global value chains. Build sustainable trade relations with major partners.
Develop new growth drivers such as the green economy, circular economy, e-commerce, and new business models. Finalize the sandbox mechanism to support the digital and green economy. Support enterprises in applying AI, digital transformation, emission reduction, and resource savings according to ESG sustainability standards; promote the export of green products.
Study policies to promote digital technology enterprises and create digital jobs, including in the field of digital transformation emissions management. Develop pilot mechanisms for experimenting with new technologies and models, including appropriate liability exemption policies to encourage innovation and creativity.
In addition, the Government requires ministries, sectors, and localities to review and adjust functions and tasks, streamline and improve organizational efficiency, and eliminate overlaps. Accelerate the restructuring of local government models to a two-level system, completing the commune level before July 15, 2025, and the provincial level before August 15, 2025. Urgently issue decrees on authority demarcation and promote decentralization by sectors and areas.
Effectively implement the plan to restructure and enhance the state’s digital transformation governance capacity by 2025 with a 2030 orientation. Promote the socialization of public services, reform the budget allocation mechanism based on orders and tasks linked to product quality.
Strengthen administrative discipline and order; thoroughly resolve the situation of evasion and fear of responsibility. Introduce breakthrough policies to attract talents, build a contingent of officials with strong political ideology, high professional competence, and a willingness to think and act. Establish mechanisms to remove underperforming individuals and protect dynamic, creative officials.
